An ambient `declare const` tells the compiler a binding exists somewhere without creating it; it emits no JavaScript. Since nothing ever defines `GLOBAL_FLAG`, `typeof` safely reports "undefined" (typeof never throws on undeclared names). The declaration left no runtime trace.
