copy.copy performs a shallow copy: it creates a new outer list whose elements are the same nested-list objects as the original. b is a different outer list, but b[0] and a[0] reference the identical inner list, so appending through b[0] mutates what a sees. Use copy.deepcopy for fully independent nested structures.
