Unlike the other bitwise operators which use ToInt32 (signed), the unsigned right shift >>> uses ToUint32. The value -1 in two’s complement is 32 set bits, which interpreted as unsigned is 2^32 - 1 = 4294967295. Shifting right by 0 keeps the bits, so the result is the maximum 32-bit unsigned value. This is a common way to reinterpret a negative number as unsigned.
